After a three-year break, we are resuming our offline meetings of ccTLD registries and registrars of the CIS, Central and Eastern Europe, and this year we invite you to Petrozavodsk, the capital of Karelia.
Our TLDCON 2023 will traditionally be held in September. “Day zero” of the conference will take place on September 11, when our speakers will meet with students and teaching staff of Petrozavodsk universities and colleges and give them interesting lectures on the development of the internet and domain space in Russia and in the world. In the evening, there will be a welcome cocktail reception for all conference participants.
September 12 and 13 are the working days of TLDCON 2023. The program also includes a tour of Petrozavodsk and its suburbs on the afternoon of September 13.
MorePetrozavodsk is located in the northwest of Russia: it is 1,000 km away from Moscow, and 450 km from St. Petersburg. Getting here is easy: the railway station is situated near the city center, with about 20 trains arriving here daily. The travel time from Moscow is 11 hours, and 5.5 hours from St. Petersburg. There is also an airport half an hour away from the city; the travel time from Moscow is about 1.5 hours.
The city sits on the shores of Lake Onega, surrounded on the other sides by forests. The main attraction here is the beautiful Karelian nature, which brings thousands of tourists here every year. Therefore, Petrozavodsk has many hotels and guest houses. TLDCON 2023 will be held at the Fregat Hotel on the shores of Lake Onega, and we are also ready to suggest several other hotels for accommodation, which were selected by our event specialists. The Coordination Center for TLD .RU/.РФ has hosted the International conference for ccTLD registries and registrars of CIS, Central and Eastern Europe since 2008.
The conference aims to engage leading registrars from different ccTLDs into discussions on the Internet issues; as well the conference will focus on organization of interaction between ccTLDs registries and registrars. This issue has become pressing in the light of a prompt development of national segments of the Internet.
In light of the business globalization and changing of business models Internet market should always seek new opportunities for extending the international cooperation, as well as development the global domain names market.

Annotation: Few people today think about what the Internet is. For modern youth, it is perceived rather as a public service, many equate it with social networks and various services. From a technical standpoint, the simplest definition of the Internet is a network of networks. At the same time, the rapid development of digital technologies leads to the fact that we are increasingly dependent on the stable and secure operation of the network in various areas of our lives, from entertainment, education to banking services and government services.
In light of this, it is only natural to wonder who is in charge of ensuring the Internet runs correctly. The answer to it is not so simple, despite the abundance of myths, including about the “red button” in the hands of the United States. In addition to the need for technical coordination of the global network, there are also issues of regulating how we use the Internet and what new technologies we develop.
In the lecture, we will try to explain what is meant by “governance” of the Internet, as well as tell you why it is important to be aware of this topic and how you can find a new field of activity for yourself or look at your knowledge and work experience from a different angle.

Annotation: Questions about the support of national languages of users both for creating/consuming content and for Internet addressing arose with the development of the Internet and the connection to the global network of 2/3 of the world's population. The world's largest Cyrillic domain .РФ contributes to the preservation and development of the Russian language in the Global Web.
The Universal Acceptance of all domain names and e-mail addresses available today on the Internet, primarily with symbols of national alphabets, is one of the activities of various international and local stakeholders. At the lecture, we will consider how various stakeholder groups take part in solving one common task of developing the internationalization of the Internet address space, the pros and cons of this approach.

Annotation: In the technical part, the lecture will focus on the latest advances in the integration of internationalized Internet identifiers, such as domain names and email addresses, into the multilingual ecosystem of the global network.
At the beginning of the lecture, a brief historical overview of the ways of information exchange and their development will be made, how the encodings changed from Morse code and Baudot code to Unicode. Then we will talk about the basic principles of the operation of domain and mail addressing, as well as the nuances of internationalization in it, supported by statistics on the implementation of internationalization both in Russia and in the world. A small digression into the current work of expert communities (such as IETF, Unicode Consortium, W3C, ICANN, etc.) will be made with a brief overview of the industry standards they have developed.
It will be told about the international project dedicated to internationalization, about the work of the Universal Acceptance Steering Group, as well as about the project of the Coordination Center Поддерживаю.рф. Then, an overview of software solutions and libraries will be made with which you can bring your infrastructure into a state of readiness to work with internationalized mail and domain names, and in the conclusion, information will be given on security aspects, in particular related to homoglyphic attacks, which will also talk about methods countering such attacks at various levels of professional communities.

The Russian song choir Pitaritsy is working on the study and revival of the traditional dialect and song culture of the Pudozh region of Karelia.
The group's repertoire includes traditional songs of the Russian North and author's songs.
The name Pitaritsy (a Pudozh word) means singing masters invited to perform songs at weddings and celebrations.
Thanks to active concert activities, the choir has earned sincere love and recognition from the residents of the city of Pudozh, the Pudozh region, the city of Petrozavodsk and other regions of Karelia. In 2011, the team was awarded the title of “People's Amateur Group of Artistic Creativity.”

After the completion of the working program of the conference, all participants are invited to a sightseeing bus tour of Petrozavodsk. The tour will immerse guests in different historical eras of Russia. You will learn about the construction of the Petrovsky Sloboda of the 18th century, the influence of the Swedes and the Dutch on the city, you will see Petrozavodsk of the Catherine era (“Golden Age” of the Russian Empire) and provincial motifs of the 19th century, pre-revolutionary Petrozavodsk and the upheavals of the revolutions and great world wars of the 20th century. At the end of the excursion, the participants will have a concert in the house of the national song and dance ensemble of Karelia "Kantele".
